The City of Mesa runs its own municipal electric utility, but it only covers a roughly 5.5-square-mile area around the historic downtown core — about 18,000 customers. Most of the rest of the city is served by SRP, and some subdivisions are on APS. Almost nobody knows which one they are on without checking.
Look at the top of your electric bill, not your water bill — in Mesa those can come from different entities and that is exactly where the confusion starts. Whichever name is on it determines your available rate plans, your peak hours, and how exported solar is credited.
